That all depends, James Boag, on what you think the purpose of their OS are. If you realise they are Remote Intellectual Property Phishing Net, then with foreign intelligence collected/purloined are they in quite a strong position to counter and/or use what has been landed for themselves and feeding partner/license holders. Oil is at an unusually high price, today, and apparently still expected to rise further, for all the reasons that we know of and/or suspect, and all of them political.
