Yes, there is every chance, Vauung, but they are proprietary and every bit as explosive as having the trigger keys to nuclear arsenals. The virtual damage that can be done to vital infrastructure in an instant with their misuse, does however ensure that they are shared with nobody's fool, and really carefully with those who are in a powerful position to use them to positive advantage. And all of that makes them extremely valuable too, which adds another dimension to who is qualified to use them, for onward sale to third parties without the necessary control structures, to enrich oneself with the knowledge which has been freely shared/given, has automatic catastrophic consequences for such agents.

Hence the great care to guarantee that such self-destructive harm is avoided at all cost and whatever the cost.

Would you give a nuclear bomb to a mad fool or sad tool? One hopes not, but Man is such an idiot, is he not, and thus are such safeguards on sensitive subjects, a most sensible preamble.

The wiser and wisest of men would probably do best not believing anything which can be read in papers, for the picture they paint is past and it is old news that they share, and it is the future which matters.

And newspaper owners always have a subjective political agenda which dictates what they they share, and how they share it. Or are they completely different from everybody else?

I don't think so, ......  ergo are they the best of fish supper wrappings. If you want future news and innovative views, here in virtual space is where IT's all at, and where all the big hitters hang out for the craic and the zerodays to exploit.

Whenever the cost of a product is such an obvious rip-off, does it denote a struggling and criminal administration in charge of delivery? And a lack of Intellectual Property to sustain their regimes. And such monumental overruns are just another form of quantitative easing to prop up the crooked Ponzi money system and its politicians.
