But change the system must, for it is hacked to its cores and its methodology for working and exercising control are widely known by that and/or those who have the remote and practically anonymous ability to really screw things up beautifully.
And it be an interesting pregnant pause as we wait to see/hear whether there is any intelligence in-house where it be presumed to be, to be able to do anything constructive about shenanigans intelligently designed elsewhere to be disruptive and even, when a subjective necessity would dictate, catastrophically destructive.

While none of this will come as a surprise to experts in the field, the aim of the Axelrod-Iliev paper seems to be to help policy-level people understand the cyber-attack landscape with a minimum of technical grasp.
Understanding it is one thing .... being able to do anything at all to mitigate or steer a cyber-attack, is something completely different, and in an increasingly well connected global metadatabase, a vector/sector which is growing with/in intelligence at a prodigious, and most likely, uncatchable rate.
