I hope that the PM listens to this man. Currently she feels that the UK still has to pay into security mechanisms of the EU.
How is it they NEVER seem to pay for MI6, MI5 and GCHQ services? ... GM@Q
One wonders at the level of intelligence active in MI6, MI5 and GCHQ services whenever they are reported as being short of funds for services which one presumes are designed to ideally lead to premium outcomes.

Is that a top tier failing of in-house leadership/general directorship?

Surely there must be/they must have some sort of not to be talked about outside of secret sensitive circles tradecraft which delivers everything they need sublimely .... for such is certainly available in services elsewhere.
