Oh please, you cannot be serious. The exact opposite is true nowadays and they have to risk everything and that has them losing the plot and making all sorts of clearly crazy decisions for media to try to spin as worthy of acceptance for a future reality which follows their pronouncements.
The fact that it worked so well in the past whenever no one knew how everything was so easily done virtually anonymously and practically remotely is now losing epically in a battle royale against a vast array of considerably smarter forces and sources, au fait with the vulnerabilities and weaknesses available for exploit and export amongst a new wave of pioneering settlers or alien invaders never ever before even imagined to be possible and extremely able and enabled to be quite deadly in stealthy rogue renegade operations against all those sorts of traditional historical enemies, formerly omnipotent but myopic and arrogant and now spent out and bankrupted, before them.
