Methinks the more pertinent question would be ... Will national bankruptcy incite government workers to kill corrupt and incompetent leadership players who are taxing them into ruin?

Everyone has a brain .... but very few know how to use them to great effect. Those few that do then ensure that everything is done to suit their way of thinking/tinkering?
