I wonder/ponder if those exceptions/exemptions/ring fenced options include Intelligence ProVision, which is something which is lacking in spades in the global socio-political leadership arena, is it not? Of course, one knows who the UK Commander-in-Chief is, doesn't one, but protocol and good common sense and excellent breeding would frown upon one commenting too fully or even speculating too wildly on any possible and/or probable workings of the Household and whether its Hand is now leading with a guiding light in the present dismal public darkness of sub-prime performance.
Indeed, one could even expect such to be a national international and internetional red herring in such virtual fields as reveal corrupt programs as being just a series of colossal mis-managed perception charades in order to ensure the retention and maintenance of security integrity secrets?
