That last bit ....persuading foreign citizens to give the U.S. valuable intelligence ..... which presumably is also accompanied with a suitably positively reinforcing, mutually beneficial remuneration and reward package, which whenever reduced to its simplest complexity would be just a lode of dollars really, is the cleverest part of that operation, for anyone with anything of value to US intelligence will be clever enough to see and accept that, as vulgar and as basic as such an arrangement is, the effectiveness of the flash cash/slush funding/crazy artificial wealth in the face of the lack of intelligence which is being sought and to be provided by the arrangement, is perfectly understandable and most acceptable.
